1. Overview

  • Related regulation: Wastes Control Act Article 24-2
  • Report acceptor: the Minister of the Environment(entrusted to head of basin environmental office)
  • Importer: without limit
  • report of revision matters
    • Revision of company name, representative or business site of waste importer
    • Revision of import country
    • Revision of types, physical properties or chemical composition of import waste
    • Revision of amount of import waste (when controlled waste increases more than 30% and others more than 50%)
    • Revision of disposal method, porter, disposer or waste disposal location

    • When exported domestic waste is taken out of import country

  • Disposal of imported waste to report
    • 1. 1. A person who has obtained permission for import shall dispose of such imported wastes by himself/herself or will commission the disposal of such waste to a person falling under any of the following subparagraphs:
      • Installer and operator of waste disposal facility (Article 4 and Article 5)
      • Licenser of waste disposal business (Para. 3 Article 25)
      • Reporter of waste recycling (Para. 1 Article 46)
    • 2. A person who has filed an import report or who transports and disposes of such imported wastes shall transmit matters concerning the delivery and receipt of wastes into the electronic information processing program.
    • 3. Transporter observances
      • Transporter must print and carry export reports and documents about transfer
      • If the administrative agency or public officer is part of that request, that agency must produce his/her document.
    • 4. A person who has transported, stored or disposed of such wastes
      • shall transport, store or dispose of them in accordance with the standards and methods of commercial wastes.
    • 5. No imported wastes may be exported in the same state or condition as they were imported.

3. Required documents

  • ① Copy of import contract or order sheet, including the import price specified by the C.I.F
  • ② Transportation plan for the exported waste
  • ③ Copy of a contract for transportation of exported waste (when waste transportation is commissioned)
  • ④ Disposal plan for exported waste (when waste is commissioned, attach the document attesting the acceptance of comission of Enforcement Decree ‘s annexed form)
  • ⑤ Waste analysis reports
  • ⑥ In cases of inclusive import, plan must include customs and import amount by date (month)

    • Revision of types, physical properties or chemical composition of export waste
    • Revision of amount of export waste(when controlled waste increases more than 30%, and others more than 50%)

  • Issues when examine to accepting a report
    • Appropriateness of importer or exporter
    • Appropriateness of transportation,  disposal plan and disposal method

3. Required documents

  • 1. A copy of the Export contract or order
    • Contract date and period, kind of waste, export price specified by the F.O.B, planed amount, handling issues(present the lines of responsibility when environmental pollution is caused)
  • 2. Transportation plan
    • Domestic transportation contract include transportation route from discharger to port and the, method of transport
  • 3. A copy of the transportation contract(submit if waste is transported  by commission)
    • Contract period, waste list and weight, exporter, importer, handling issues
  • 4. Analysis result report of export waste
    • Submit the component analysis report  issued by an internationally certified analysis institution
      • Analysis list is selected according to the physical and chemical characteristics of the wastes(apply the standard for hazardous material  included domestically controlled waste)
    • If waste is given an exemption for  the submission of analysis results, for domestic waste, the MSDS product catalog, photo, etc  must be submitted to verify  the properties of the waste
  • 5. Inclusive export plan
    • When physical and chemical properties and, domestic and overseas import-export Customs and traders are the same, report en bloc is possible within one year
    • Customs, planned export date, export amount by planned export date
